As part of Amstel Verbindt, Flux Partners was a member of the tender team. We fulfilled the role of EMVI lead and coordinated three of the four quality plans from analysis through to the final presentation. Together with various specialists from Amstel Verbindt, our advisors spent the initial period gaining a thorough understanding of the project in order to develop a proposal that closely matched the client’s needs. In addition, we organized the input, review and “beamer” sessions, enabling all stakeholders to actively think along and contribute.
The reconstruction of the Amstel interchange is part of the Zuidasdok program and represents the fourth and final major link in improving the accessibility of the Amsterdam region. The project involves a complex reconfiguration of the junction between the A10 South, the A2 and the A10 East, including new connecting ramps, modifications to existing structures and optimization of traffic flows.
The procurement was carried out through a competitive dialogue procedure. Zuidasdok asked contractors to develop solutions that fit within a two-phase contract with a capped budget, while simultaneously contributing to safety, traffic flow and the reduction of disruption. The award criteria focused on collaborative behavior, controlled execution of the project, minimizing inconvenience for road users and the surrounding area, and organizing a safe construction environment.
The challenge lay in the interrelationship between engineering, phasing and the surrounding environment. The EMVI plans required insight into risks as well as practical measures that demonstrably lead to reduced disruption, controlled execution and predictable collaboration.
The process-driven approach of our advisors, combined with the substantive expertise within the team, formed the basis for our strategic choices. By thoroughly understanding the underlying client needs and evaluation logic, we were able to select measures that aligned with the core values of Zuidasdok: predictability, collaboration and minimizing disruption. This resulted in measures offering practical, project-specific solutions that the project team can start implementing immediately after contract award.
For each criterion, we paired our EMVI advisors with subject-matter specialists within the joint venture. An overarching EMVI manager safeguarded coherence and progress within the demanding schedule. As many of the plans were process-oriented, we worked together with a visual designer to translate the content into clear visualizations that provided structure and guided the evaluators through our story.
The collaboration with Amstel Verbindt ran smoothly. The team worked intensively together with an open attitude and visible enjoyment. Thanks to thorough preparation, we were able to achieve substantial depth during the dialogue meetings and engage in critical discussions with the Client.
This approach resulted in a winning tender: Amstel Verbindt achieved the highest score on all EMVI plans and received the maximum score on three out of the four components. As a result, the reconstruction of the Amstel interchange has been definitively awarded to Amstel Verbindt.
The team’s commitment and open communication were decisive factors in this success. The collaboration demonstrated that a structured process, substantive sharpness and a positive atmosphere reinforce one another.
One of the team members during the final evaluation:
“I really thought this was a top-tier tender: a great atmosphere, lots of laughter, going for the win together, being critical of each other, and really getting the maximum out of it.”
