Stedin was looking for a contractor capable of delivering the LV neighbourhood approach reliably and at scale. The assignment focused on structurally reinforcing and adapting the low-voltage network in neighbourhoods, with continuity, workforce availability and controlled scaling being crucial. The MEAT assessment focused on the extent to which the contractor could demonstrate confidence that the required scaling was genuinely achievable without compromising quality or safety.
The strength of Flux Partners
We deliberately chose to maintain a clear focus. Together with Hanab Distribution, we concentrated entirely on the LV neighbourhood approach and one central question: how do you convincingly demonstrate that scaling up is not a risk, but a manageable process?
Our strategy centred on gradual scaling, supported by demonstrably sufficient staffing levels. We substantiated this with detailed Excel analyses and calculations that clearly brought together capacity, recruitment, training and workforce availability. This quantitative foundation gave the plan credibility and confidence.
Our collaboration with Hanab was intensive and energetic. We met weekly in Rotterdam, worked as a highly driven tender team and organised several creative brainstorming sessions. Not every idea proved feasible, but this open environment enabled us to make well-considered choices, develop strong content and deliver a distinctive final result.
Hanab Distribution submitted bids for three lots and won all three. The plan achieved 22.5 out of 30 MEAT points.
One important distinguishing element was the proposal for a training neighbourhood, where trainees can quickly gain practical experience and receive targeted training to become highly skilled technicians. This enabled Hanab to convincingly demonstrate that scaling up is not only possible, but can also be sustainably secured for the long term.
For Flux Partners, this project confirmed that a clear focus, strong substantive evidence and a close-knit team can make the difference in complex framework contracts involving significant workforce requirements.
