Keolis Nederland – Bus Transport Concession Almere 2028-2037

Projectdetails

Our role

Flux Partners supported Keolis Nederland in developing the qualitative aspects of its tender submission for the Almere Bus Transport concession 2028–2037. Our primary responsibility was the vehicle plan, supplemented by contributions to the Service Delivery Quality section and ensuring consistency across the various qualitative plans. In addition, we supported the tender process, organised working and review sessions, and provided support during the dialogue phase.

The assignment

The Municipality of Almere launched the tender for the Almere Bus Transport concession 2028–2037 with the aim of further developing public transport into a reliable, accessible and future-proof mobility system. The contract was awarded on the basis of the most economically advantageous tender, with the qualitative assessment covering, among other aspects, the transport plan, development plan, vehicle plan, transition plan and service delivery quality.

Within the vehicle plan, the focus was on a future-proof and fully zero-emission bus fleet that demonstrably contributes to passenger comfort, accessibility, flexibility and efficient operations throughout the entire concession period.

The strength of Flux Partners

Our analysis of the tender requirements showed that the vehicle plan could only stand out if technology, passenger needs and operational feasibility were approached in an integrated way. Based on this, we worked with Keolis to develop a plan that combined the deployment of fully zero-emission vehicles with concrete choices regarding comfort, accessibility, flexibility and future readiness.

Our role was to structure the plan, translate the assessment criteria into a compelling narrative and ensure consistency between the various sections of the plan. Keolis’ practical experience as the incumbent concession holder provided an important foundation for substantiating the choices made and ensuring they were aligned with the specific context of Almere.

The collaboration was efficient within a close-knit tender team, with direct communication, a clear division of responsibilities and room for substantive discussion. This enabled decisions to be made quickly and incorporated consistently into the qualitative plans.

Our joint result

Keolis Nederland was selected by the Municipality of Almere as the new concession holder for bus transport for the period 2028–2037. The vehicle plan was rated ‘very good’, making an important contribution to the winning tender submission.

The tender process demonstrated how the combination of Keolis’ practical experience as the incumbent concession holder, a thorough analysis of the tender requirements and a structured approach resulted in a high-quality submission. The intensive collaboration within the tender team, characterised by direct communication and a shared focus, was an important factor in this success.

“The strength lay in the close-knit and dedicated tender team, where a positive atmosphere, direct communication and intensive collaboration were key.”
